Union Councils and District Councils are responsible for the constructions and maintenance of roads, management of common places, lighting, health and sanitation, drinking water supply, registration of birth & death, holding of cattle fairs and exhibition etc.

Union Council for each Union, comprising a village or a number of villages having, as far as possible, an aggregate population between 7000 and 15000, excluding its urban areas and the cantonment areas.
